MOORE FAMILY CASE STUDY

The children’s family have been known to children services for over 12 years. Barry and Jacob come from a large family. Barry is nine and Jacob is six. Their parents are Elaine and Michael; their background is white English. They have four brothers and sisters whose ages range from 14 weeks to 12 years. Barry and Jacob both have learning disabilities and have a special educational needs statement for emotional and behavioural difficulties. Jacob has diabetes. There are long-standing concerns about the children’s care. Elaine and Michael are heavy drinkers. Michael is a heroin addict and Elaine has suffered with bouts of depression. There are multiple and complex needs within the Moore family. The family is characterised by the ‘trilogy of risk’, sometimes referred to as ‘toxic trio’.

Case Study: The Moore Family

The children’s’ family have been known to children services for over 12 years. Barry and Jacob come from a large family. Barry is nine and Jacob is six. Their parents are Elaine and Michael; their background is white English. Barry and Jacob have four brothers and sisters whose ages range from 14 weeks to 12 years.

Barry and Jacob both have learning disabilities and have a special educational needs statement for emotional and behavioural difficulties. Jacob has diabetes.

There are long-standing concerns about the children’s care. Elaine and Michael are heavy drinkers. This has meant that children often witness their father physically abusing their mother. Concerns grew because the physical care of the children became worse. The children were often left at home alone at night. The eldest child Candice was left to look after her siblings. Candice is mixed race; her father is black. She has no memory of him as he left her mother when she was six months old. Barry and Jacob were found wandering the streets by a neighbour. Jacob was not getting his medication regularly so his diabetes was not properly controlled.

Eventually the local authority took all the children into care because they were at risk of significant harm. It was impossible for all the children to be placed/ fostered together but the children’s social worker was able to place Barry and Jacob in the same foster home. Candice was placed in residential care while Kylie (14 months) was placed with a foster carer 20 miles away. Robbie age five and Lily (three years old) were placed together with foster carers.
